The Journey and Impact of the Edo State Disability Law

On Friday, April 25, 2025, Hitches and Voices on ITV/Radio 92.3 FM (GOTV Channel 140, Startime Channel 130) explored a landmark moment in disability rights advocacy in Edo State — the passage of the Edo State Disability Law. This edition featured Ms. Ann Ojugo, Edo State Chairperson of the Joint National Association of Persons with Disabilities (JONAPWD), who shared the long and determined journey that led to this historic achievement.

Ms. Ojugo recalled how the fight for the law was not won in silence. Persons with disabilities (PWD) across the state came together in unity, parading through the streets, holding demonstrations, and even marching to government offices to demand legislative action. Their goal was clear — to secure a law that would protect their rights, promote inclusion, and establish a Disability Commission to oversee its implementation.

These efforts paid off in 2022 when, under the leadership of former Governor Godwin Obaseki, the Disability Bill was passed. The process moved forward with the eventual creation of the Disability Commission by Governor Monday Okpebholo, marking a significant milestone in ensuring that the rights of PWD in Edo State are not just recognized but actively upheld.

Ms. Ojugo stressed the importance of this law, noting that exclusion and discrimination against PWD remain widespread in society. Many corporate and public institutions still create barriers that prevent PWD from accessing opportunities, and in some communities, harmful cultural beliefs persist — including the misconception that disabilities are linked to witchcraft. She also highlighted the troubling reality that even highly educated and capable PWD are denied jobs purely because of their disabilities.

To overcome these barriers, JONAPWD worked tirelessly, building partnerships with ministries, organizations, and community stakeholders to push for legislative change. They also organized street awareness campaigns to educate the public on the importance of the law and the need to respect the rights of PWD.

For Ms. Ojugo, the Edo State Disability Law represents more than legal text — it is a foundation for dignity, equality, and participation. “This law is important because it ensures that persons with disabilities are part of the society,” she said. “It is about breaking the walls of exclusion and making sure everyone has the opportunity to contribute and belong.”

This episode of Hitches and Voices served as both a reflection on the struggles of the past and a call to continue the work toward full inclusion in every sector of society.
